Council of Europe Cultural Routes - Call for experts to work with the European Institute of Cultural Routes (EICR)
The EICR, as the technical agency of the Council of Europe for the cultural routes programme, is responsible for the three-year evaluation of cultural routes certified by the Council of Europe (currently 33) and the evaluation of candidates for certification according to the criteria of Council of Europe Committee of Ministers Resolution CM/Res(2013)67. Evaluation is both ongoing, through direct relations with the route and project managers, and periodic, on the basis of reports prepared by independent experts.
We are currently renewing our lists of independent experts and are seeking professionals in cultural heritage management, cultural tourism and related disciplines for inclusion in our database.
As the subject-matter and locations of the cultural route networks are very diverse, we are looking for expertise in various areas of culture, history, cultural project management, tourism and creative industries, as well as different language competencies. Working languages for drafting reports are English and French. There are no particular nationality requirements, but the list will endeavour to achieve gender balance and appropriate geographical coverage. Experts from member states of the Enlarged Partial Agreement on Cultural Routes (EPA) are particularly welcome.
Once included on the list, experts may also be invited to work on other areas related to the cultural routes programme, and/or to attend seminars and conferences, and will receive regular information on our activities. However, please note that inclusion in our database does not guarantee selection for an evaluation contract or other work.
Once the new database has been created a second call for interest will be circulated in October 2015 for evaluation of the routes concerned by the 2015-2016 cycle. Reports will be required for December 2015/January 2016 and will then be submitted to the EPA Governing Board for decisions on certification (February-April 2016). A briefing meeting for experts will be organised in Luxembourg before work commences.
NB: Experts should not be employees of national ministries, and should not have formal relations with routes they are asked to evaluate. We therefore ask applicants to indicate any such relations (membership of steering or scientific committees, etc.).
